Solar Registration in South Africa: CoC, NRS 097 and SSEG Explained

Solar compliance is not only paperwork. A grid-connected inverter can energise wiring and interact with the electricity network. Registration, inverter test documentation, installation testing and a valid Certificate of Compliance help protect occupants, electricians and network workers.

What is SSEG?

Small-Scale Embedded Generation refers to generation connected at a customer’s premises and able to operate in relation to the electricity network. Rooftop solar is the most common residential example. Requirements depend on whether the property is supplied by Eskom or a municipality.

Current Eskom position

Eskom states that SSEG systems up to 100kVA must be registered with the electricity distributor, while larger systems have additional NERSA requirements. Eskom also states that compliant grid-interactive systems must shut down appropriately during outages to prevent dangerous back-feed.

Why the brand name is not enough

A manufacturer may sell several inverter models with similar names. Registration normally depends on the exact model code appearing on the test certificate and inverter label. Confirm the code before purchase, not after installation.

CoC responsibilities

The South African Government states that electrical installation work must comply with the applicable laws and that a Certificate of Compliance may be issued only after inspection and testing by the appropriately registered person. A solar installer who cannot legally issue or arrange the correct CoC should not be treated as providing a complete installation.

Eskom and municipal customers

  • Eskom supply: use Eskom’s current SSEG process and documents.
  • Municipal supply: follow the municipality’s embedded-generation application, approved-equipment and metering requirements.
  • Off-grid system: requirements differ where the property is genuinely electrically separated from the network; evidence of separation may be required.

Current fee-waiver note

Eskom announced an extension of its rooftop-solar registration fee waiver for qualifying residential systems up to 50kVA until 30 September 2026. This is time-sensitive and should be checked again before a customer relies on it.

Compliance checklist before installation

  1. Identify whether the customer is supplied by Eskom or a municipality.
  2. Confirm the exact inverter model and applicable NRS documentation.
  3. Prepare a load schedule and single-line diagram.
  4. Use a legally registered electrical contractor.
  5. Install appropriate AC, DC and battery protection.
  6. Commission and test anti-islanding, transfer and shutdown behaviour.
  7. Obtain the CoC and installation test documents.
  8. Submit the SSEG registration package.
  9. Keep all approvals, serial numbers and settings with the property records.

Frequently asked questions

Do I need to register a zero-export system?

Grid-parallel systems can still be subject to distributor registration even when configured not to export. Confirm the current Eskom or municipal rule.

Does a CoC automatically register the solar system?

No. The CoC is an electrical compliance document; SSEG registration is a separate distributor process.

Can the installer use another model’s NRS certificate?

No. The certificate must correspond to the exact inverter model or approved model family accepted by the distributor.
